  • Full or Partial Fire Sprinkler Protection (Required 2003 Statue 718.112)   – 2010 Opt-Out (deadline was 2016) of full Sprinkler systems requires a ELSS Engineered Life Safety System.
  •   Fire Pumps meeting proper pressures at the roof and controllers working and monitored by FACP.
  • 5 year system testing

Low Frequency Requirements in buildings with occupants living in or renting.

NFPA 72, The National Fire Alarm Signaling Code

Modern, up to code, Fire Alarms are effective in notifying guests and residents especially when they awake. But what about when occupants are in a deep sleep in the middle of the night? In a 2010 U.S. Fire Administration study, it was found that 50% of fire fatalities in residential buildings occur between the hours of 10 p.m. and 6 a.m. (prime sleeping hours). Even more fatal fires occur between 4 a.m. and 5 a.m. January 1, 2014 the National Fire Alarm Signaling Code (NFPA 72) introduced significant changes where all newly constructed hotel guest rooms and dormitory sleeping rooms, require 520 Hz low frequency audible fire alarm signals.

Buildings that require these safety devices in their sleeping areas:

  • Hotels/motels
  • College/university dormitories
  • Retirement/assisted-living facilities (without trained staff responsible for waking up patients)
  • Apartments/condominiums

Be sure that your property is up to NFPA 72 Code.

Elevators Being Upgraded?

If not, it’s not “IF” it’s “When” will Code Enforcement be showing up for inspections.

In the State of Florida Elevator Code Upgrades are being enforced causing property managers, building engineers and Condo Boards in many cases hundreds of thousands of dollars.  Many times the one item overlooked in Elevator Upgrades is bringing the Fire Alarm up to code and capable of handling the newer recall features required once the elevators are brought up to compliance. “Grandfathered” buildings are no longer exempt and older fire alarm systems are usually out dated in terms of new code compliance with newer elevators and other required upgrades. Condominium owners and the boards have been known to update one and not the other, requiring more money to be assessed that they often are not aware of.  CSS suggests having your fire alarm inspected to make sure PRIOR to any elevator upgrade it meets the current requirements. Fire alarm code has been changing and local authorities are enforcing this throughout Florida. Keep in mind any upgrade (such as elevators) on the fire alarms normally mean the entire building needs to be brought up to the current fire code. Every situation varies but we wanted all of our customers to be aware of the potential costs involved.

In June bill (HB 653) was vetoed that would have eased fire-protection requirements for older condominium buildings in Florida.   

This result follows the tragic stories that made the news where many residents fell victim to condominium fires that could have been prevented by better life safety systems.

What is Life Safety Worth?

 London Fire – Grenfell Tower

The tragic fire that has destroyed the London building Grenfell Tower claiming at least 79 lives known so far and feared will rise closer to 100…many are hospitalized and in critical condition. It’s been reported that the building tenants were complaining on how it was a fire hazard prior to this tragedy. Case and point, tragedies like this one can be prevented with updated and or inspected fire alarms and sprinkler systems.

In Florida, Rick Scott had the opportunity to veto a bill that would allow owners of high-rise condos to vote on opting out of fire sprinklers and of an ELS system. As of June 14th 2017, he did just the opposite and the bill is effective July 1st 2017. How much is life worth, cutting corners to avoid spending some money to upgrade fire alarms and fire sprinklers bringing them to code? Condo owners should fully understand that by neglecting this line of safety can be deadly to innocent people like what we are seeing in the news this week.  At minimum, they should have updated fire alarms even if they opt out of revamp of their fire sprinklers in the building. Since fire alarms warn resident to at least get out of the building in time before fire exits become compromised.
